Are all bugs discovered pushed upstream?

Did you mean something like: Are issues filed for bugs here, GitHub - clearlinux/distribution: Placeholder repository to allow filing of general bugs/issues/etc against the Clear Linux OS for Intel Architecture linux distribution, and addressed on upstream/mainline?
Well, yes, discovered upstream bugs are pushed back to upstream packages.
I can not tell which of them are not pushed upstream, but usually all
are pushed back to upstream. Even more some enhancement are pushed to
upstream too.
