No package 'gtk+-3.0' found

I’m trying to build RawTherapee from source.

I have Freciv gui-gtk-3.22 running happily.

When I look in /usr/lib64/pkgconfig I can find GTK2 but no GTK3 files.

Can I just edit the GTK2 files to GTK3?
