Steam vaapi hardware decoding

I have Steam installed via Flatpak. When I stream games from my Window’s device Steam is using software decoding.

Is there a way to enable vaapi hardware decoding for the Intel 630 GPU?

The flatpak builds of steam have VAAPI enabled. It would suggest that the codec used under windows to encode the stream is not supported by VAAPI, but without dissecting the stream there is no way to find out. I would suggest asking upstream, or, on the steam community forums.
