Steam install from rpmfusion and package-utils/ dnf

Trying to install steam via rpmfusion because the flatpak version is borked right now. I have installed some applications like chrome and brave via dnf in the past. How do I do this?

From what I have done in the past is something along this line however I get errors when I do this.

sudo dnf config-manager --add-repo https://mirror.fcix.net/rpmfusion/free/fedora/releases/38/Everything/x86_64/os/Packages/r/rpmfusion-free-release-38-1.noarch.rpm
dnf download steam

rpm -U --nodeps steam*.rpm

I tried doing a tarball install also.

32 bit libGL seems to have issues even though I have all of the known bundles installed
