I’ve tethered from Android phones without issues. Both wifi and USB. Check your cables and replug. Try restarting NetworkManager and read this thread as well:

Thanks. Working fine now. sudo systemctl disable systemd-networkd sudo systemctl stop systemd-networkd sudo rm /etc/NetworkManager/conf.d/systemd-networkd-unmanaged.conf sudo systemctl restart NetworkManager
